I cannot unistall CA Internet Security Suite from Windows 7. Keeps giving me error 9039. Tried different uninstallers and they don't work. Any suggestions?

Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After installing Revo, click on Advanced Uninstall and locate the application in the list, then remove it.
After that, try running AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.

Try to install NET Framework and restart the computer. Then run the uninstallation while you are logged with administrative privileges. This happens when the installer is having problems opening the uninstallation interface.
I have CA Internet Security Suite installed on my computer which is provided by Time Warner. The product version is 3.2.1.19. Will I be able to update it free of charge to 5.0?

No, the upgrades are not free of charge. Also, the application seems to be discontinued and no longer supported by the developer. As an alternative, I recommend you use Norton Internet Security, Kaspersky Internet Security, or COMODO. All of them are easy to use and offer the same main features like the CA Technologies product.
